League rules (RESPECT YOUR REF)
RULES - 2010
CONSTITUTION
1. The combination of clubs shall be designated the E J P SPORTS FOOTBALL LEAGUE and shall consist of no more than 50 teams whose ground and accommodation measure up to the standard laid down by the Management.
2. All such Clubs shall be duly affiliated to a recognised County Football Association and their names and particulars shall be returned annually by the appointed date on Form D to the Berks & Bucks County Football Association.
3. The League shall receive the sanction of the Berks. & Bucks Football Association (to whom it shall be affiliated) and the constituent teams may be grouped in divisions, each not exceeding ten In number.
4. In the event of the league being closed down after the first four weeks of any league season the league will be defunct and there will be no refund from the league.
REGISTRATION FEE / MATCH FEE
1. Any Club requesting membership shall apply in writing enclosing £40 Registration Fee which includes £5 AffIiliation to the BERKS & BUCKS FA.
The fees shall be returned in the event of non- election.
2. A club shall not participate in the league until the Registration Fee has been paid and a copy
of your affiliation to the Berks and Bucks County Football Association is received
3. Match fees of £23 to be paid before commencing fixture.
All teams will recieve a match payment card to give to the referee, any team that does not to pay before the the game in full ( NO PART PAYMENT ) will forfiet points and will still have to pay for the fixture.THIS RULE IS FINAL.
4. In the event of any club cancelling the registration before the season starts, the said club will forfeit the registration fee or match fees paid.
5. Any club missing a fixture without 14 days prior notice will be fined the match fee and will also pay the oppositions match fee .
6. A club can postpone a game by giving four weeks notice to the league and in writing.
7. Any club who pulls out of the league while the league is in progress will pay the match fees for the remaining fixtures of the season or find a team to replace them.
GENERAL RULES
1. All teams to be at their pitch 10 minutes before kick off.
2. Any team not at their pitch to kick off on time will result in the opposition awarded the fixture and the offending team fined £23 plus £23 the oppositions match fee.
3. In the event of both teams being absent neither teams will be awarded points and both will receive a minus of 1 POINT at the end of the season and fined £23 the match fee per team.
4. Teams cannot start a fixture with less than six players any team with less then six the fixture will be awarded to opposition with a 2nil win, and will also pay both match fees.
5. There will be only one rearranged fixture per season, and this will require 14 days notice to the league Secretary in writing.
6. In the event of 2 or more teams being equal on points for any position in any of the league tables at the close of the competition, goal difference shall decide, if still level then goals scored or ultimately the match results between the clubs. league points - points awarded - 3 points per win, 1 point per draw.
7. Any club that misses 2 fixtures in any one season will not be invited back the following season.
8. Any club that does not misses the first or last fixture of the season will not be invited into the league and will forfeit the registration fee.
9. DISAPLINE: Yellow cautions will be a one minute sin bin, two yellow cards in the same fixture will be sent from the field of play and suspended for one game, red cards for verbal abuse to an official or violent conduct or causing the game to abanded will be reported to the county football association.
9a. Yellow card fined £2, Two yellow cards in the same will result a one match ban and fined £10,Red card £10 and will miss one game.
10. The Division knockout competition will be a straight knockout with a penalty shoot-out if scores are level,Three named players to take the penalties and sudden death.if level then the ball goes back 3 feet. Shield competition as same as knockout cup.
11. Players eligibility for any cup competition must be registered before the first round i.e. the same players named as round one of any cup competition, same players to be used throughout the said cup competitions.
12. Referees should distinguish between accidental and intentional entry into, or exit from the goal area. Only deliberate actions where the player either plays the ball or tries to play the ball should be penalised, accidental entry or exit that has no effect on the field should be ignored.
13. All teams are advised to take out club insurance or players insurance, all players in the E J P SPORTS FOOTBALL LEAGUE play at their own risk.
14, Players cannot play for more than one team on the night, any team that breaks this rule will forfiet the game and fined £10. THIS RULE IS FINAL.
15, SMOKING IS PROHIBITED ANYWHERE WITHIN THE FENCED AREA OF THE ASTRO TURF THIS INCLUDES THE SPECTATOR AREA.
16, Each team to bring 2 suitable size 5 footballs to each game.
17, PRESENTATION OF AWARDS: Any team who do not turn up for there awards will forfeit the awards, this rule is final.
RULES OF THE GAME
1. PLAYERS KIT - Each club to provide home and away kit i.e. all the same colour shirts, clubs can wear training bibs as a second change strip.
2. Each fixture will be 14 minutes each way , injury time at the referees discretion.
3. Rolling subs can be made when the ball is out of play, the referee must be notified when a substitution is made. Maximum of 4 subs to be used.
4. There is no offside rule.
5. GOALKEEPERS: The keeper is not allowed out of his area, if the keeper comes out of the area then a penalty will result.
6. The Keeper cannot pick up the ball from a pass back, if the keeper handles or picks the the ball up then a penalty will result.
7. The keeper cannot handle or pick up the ball from a throw in if the keeper does then a penalty will result.
8. A goal may be scored direct from a kick off.
9. A goal kick may be taken from anywhere within the goal area.
10. FOOTWEAR: Only trainers or astro trainers must be worn, no blades, studded or moulded
footwear is allowed, any player found to wearing prohibited footwear they will be asked to leave the field of play.
11. DEFENDERS: A defender cannot enter his own goal area, if he does then a penalty will result.
12. ATTACKING PLAYERS: An attacking player cannot enter the opposition area, if he does then an indirect free kick will be awarded.
13. The FIFA rules on tackling from behind will enforced, SLIDE TACKLES ARE NOT ALLOWED, THIS RULE WILL BE ADHERED TO.
14. The Wearing of jewellery must be removed or covered up.
15. All players including the Keeper must wear shinpads covered by stockings, any player not wearing shinpads will not be allowed to play.
16. Any player bleeding from an injury must leave the field of play to be treated.
17. Any player suspected of consuming alcohol before or during the game will not be allowed to play. THIS RULE WILL BE STRICTLY ADHERED TO.
18. The playing of football outside the playing area is prohibited.
REGISTRATION OF PLAYERS.
1. REGISTRATION ( PLAYERS ID ) Each player to provide to the league 1 passport photos to be kept by the leagues Registration Secretary. Each Team can sign 14 players at the start of the season with 2 extra to be used at the Managers discretion through the season, Players can be signed on the night of play only if the said player brings a passport photograph on the night of play, no photo no play.
2. ID cards will be removed from the registration book at the end of each season so player registration photos can be updated at the registration secretary discretion, all club secretary's to be notified. The registration book can be inspected by club secretary's and complaints must be within 30 minutes of the fixture. Minimum age to play is 16 years of age.
3. A Total of 10 awards will be presented to winners and runner up, if any team require more these will have to be paid for.
4. UNREGISTERED PLAYERS - Any club playing an unregistered player in any competition will result in the opposition being awarded the fixture and the defaulting club fined £10 and will forfeit the Match fee
5. PLAYERS TRANSFER - Only one transfer per season to another club, The transferred player can be transferred back till two weeks notice has been recieved, this can only happen once in a season.
